Android Central Question

I recently dropped my S9+ in some mud, and moisture/dirt got up in the usb-c charging port. I had the "moisture detected" warning for about a day, but once it went away, I was still unable to charge. I then cleaned some of the dried dirt and lint out of the port. It's very clean now, but I'm worried that in the process of cleaning it out, I may have damaged it. It still does not charge through the port nearly a week later

Is it broken, and if so, can I replace it myself, or should I take it to a shop?

If you attempted to charge the device when it was dirty and that is when you were getting the, moisture detected, alert and even if it isn't you may have transferred some of that to the cable. So you'll want to check and clean it as well or simply get a new charging cable. USBC is hardy but obviously not indestructible so whatever process you used to clean it could have damaged it, so take a good look at it. Even to the untrained eye, the type of physical damage needed to render a USBC port useless should be obvious. Use a flashlight and really look in there.

On the upside from what I've seen on YouTube the S9 is a generation of Samsung devices with a replaceable charging port. There are several videos on all versions of the device.

THIS IS NOT A DOIT-IT-YOURSELF JOB!!!

Bring it to a reputable repair shop and pay them to repair it, or you;ll be bring it to them, asking to pay them to fix what you broke when you tried doing it yourself. (Those "this is the first time I tried to repair any cellphone" YouTube videos are being done by experienced people. Maybe it's the first time they repaired this particular phone, but they've most likely worked on the same model before. Once you've spent a few years training people to repair cellphones, you can easily see the difference between "what the heck am I doing" and "this is soooo boring".)

There's probably still mud caked in the port that you didn't get out and some of the water in the mud may have gotten inside the phone. Which would mean even more repairs. Save money and let a professional do it.

(If you're in the US, look up the nearest uBreakiFix location - they do factory authorized repairs on Samsungs.)
