USB debugging not working correctly?

OK, Im starting to get frustrated. Ive used it before and now its not working...Ive uninstalled all the USB drivers and started from scratch.

It has the usb debugging icon at the top of the screen, but no matter what I try it will only add my device as a mass storage device??

How do I stop it from adding the mass storage and only use the modem drivers??? I know im missing something, but its driving me nuts.

edit: Sorry, noob mistake...

Im using Harmonia 1, btw

Windows Drivers are a pain, and if you are using a 64bit version the drivers are not signed for 64bit support even though the drivers work on 64bit systems.
I would uninstall the drivers reboot the system, then re-install and reboot again, then plus the phone in and see if the drivers install.

If you are on a 64bit version desable the digital security first before re-installing the drivers.

Open up cmd, right click and "Run as Administrator"

Warning: doing this well allow the installation of drivers that should not be installed, so be sure you know what you are installing and doing.
