Using Android Device Manager on a lost phone?

I lost my phone, I called my provider to reported it lost and now i'm using an old phone. Can I still use Android Device Manager to Ring, Lock or Locate my lost phone?

Welcome to Android Central! Yes, as long as the old phone is turned on and connected to the web. It won't help if it's off, but if you send a remote wipe command, that will execute as soon as the phone is powered on and connected to the web.
