Venmo app won't load on my phone

I have a Samsung Galaxy S10e and cannot download venmo from the app store. All it says is pending and has an arrow going round and round.

This happening on both WiFi and mobile data? Make sure not using VPN and can try to clear cache then force stop play store app.

Welcome to Android Central! In addition to clearing the app cache of the Play Store app, I would also clear its app data, and do the same for Download Manager (you have to select the option to Show System in the Settings>Apps​ menu to find that).
