verizon store refuses to sell phone off-contract

I remember paying full retail for a phone at a Verizon store once. The rep rolled his eyes, but that was about it.

I tried to buy an iPhone 5 retail from a corp VZW store a couple of weeks ago. The rep said, the sale "wouldn't go through" and phone couldn't be activated because the phone was "in high demand"??? That night I bought a phone outright on apple.com and picked it up the next day at the Apple Store...

I think there is beginning to be enough anecdotal evidence to at least suggest VZW stores may be limiting non-contract (new or extension) sales.

BTW, if you choose, many VZW phones can be purchased retail on Amazon with free-shipping and in some cases tax-free (not making a judgement on whether it's "right" or not, just pointing out reality). This makes the purchase much less than a VZW corp store or VZW.com.
 
It could be yet another nail in the coffin for vzw unlimited plans.

I bought mine at full price, and learned that the reps make NOTHING on that transaction even though I paid full price. He told me they had to ok these types of transactions with their manager. He told me they really make their commission on accessories, and extending or new contracts. I bought my S4 on the first day of sales and had absolutely no problems getting the S4 at full price.
 
I worked for VZW for a little bit, pretty much the above is true, the only real commissions were on new lines, upgrades didn't count for much and full retail purchases gave nothing unless you bought extra stuff above the phone. There is no policy to no sell full retail phones, if they refuse it's probably just the manager at the store.
