Since all I get is a screen saying checking account status and does nothing, I'm going to assume that Verizon call filter does not work on unlocked phones.
Verizon has a call filter option you can subscribe to. I've used it for years and works good, but on my unlocked phone this is all I get.Where are you seeing this? I have an unlocked device on Verizon but I use Samsung's built in tool to filter and reduce spam and phony calls. It is built in to the Phone app. It seems to work well for me but a little more info on what you mean would help.
I know most of this, I just thought maybe someone in here knows about the Verizon call filter is allunlocked devices out of factory will tend to not have a lot of the features that carriers demand be pre-installed or are pre-installed by the carriers themselves. Hence spam or other filter/functions may be missing. You will have to check with Verizon or Samsung on which features are excluded in the unlocked phones...
You can reproduce the issue and submit error report to samsung members app > get help > error report for help from samsung

I'm going to call Verizon and ask them why the filter isn't working to see if they have a setting turned off. If it's not available for locked phone I need to turn it off, no reason to pay for it.I don't know. I can also verify that Verizon removes Find My Mobile on their locked models. I didn't have it on my Verizon S10+, but I have it on my unlocked S22 Ultra.

Yes, it was just switched off. I had to back up my pin to Samsung and switched it on with no problem.
