As I noted in my earlier post, mine will do that, sometimes as well. When it does, I wait for it to finish booting, and start over. Kind of annoying, but it has always worked by the third time.
I have an H-918 through T-mobile and I could only enter recovery mode to boot into safe mode or do a factory reset. I talked to tech support and they said the option was removed in latter models of the V20 and the closest option was to go into Internal Storage and clear cached data.
