Vibration not working with volume all the way down

I'm no longer noticing the vibrate for the ringer when the ring tone volume is all the way down. Not having the vibrate will cause me to miss calls in situations where I would not want to have to ring tone set at a normal level. Has a recent update somehow broken this?

Edit: just checked the settings and vibrate when ringing is off and disabled. I would guess that this is what I want to have enabled and turned on unless there's another setting to just vibrate when the volume is turned down.
