video calling

Hi everyone. I have just bought a new Samsung galaxy s4 from att. I have tried to find out how to use the video calling with the phone but cannot find the option. It's it not possible with the att version?
If it is how do I find it?

It's google Hangout installed on the phone under Apps, however ATT forces you to be on wifi to use it....for now like they did with Facetime at first since it's a pre installed app.

You can also video chat with Tango and Skype.
