When I play any videos the video slows down after a few seconds but sound plays at full speed, then video goes back to normal speed but is now out of sink. This happens on instagram YouTube while on WiFi. Any help be greatly appreciated.

I've seen this issue brought up from time to time, but don't recall a definite solution. Have you already tried the usual things, like booting into Safe Mode (which should still let you test YouTube, assuming it was preinstalled) or wiping the system cache partition?
