I noticed this yesterday on my Pixel 2 XL, Oreo 8.0, and Android Auto: while listening to media from an SD card plugged into my car's headunit or listening to Sirius XM station and simultaneously using Google Maps navigation through Android Auto - the navigation voice output was so quiet, I had to turn the headunit volume up quite high to be able to hear it. Of course, that made the music output unacceptably loud.
... I installed the Oreo 8.1 beta early this morning...
Then, while at the gym, I had a similar issue while listening to music stored on my Pixel with the PowerAmp player over Bluetooth earbuds (Jaybird X2); the voice prompts coming from the Endomondo app were also much lower in volume than the music - so, my choices were to not be able to hear the prompts, or to blast the music to an uncomfortable level.
I never had either of these issues before with my Pixel XL. And I don't see any way to resolve it.
