Voice Recognition Legal Info

Had this show up right after typing in my pin (phone had already been on/the keyboard was open already) and while I understand what its intent is, I cannot for the life of my replicate it. I hit cancel, not ok, and pressing the text to speech button shows me a different message entirely. So what did I hit to make it pop up?

I know it's probably not at all important, I just want to know what activated it.

Did you activate Bixby voice ..?
It's so annoying .. I disabled it immediately whenn I got my S9+

Try this:
Go into Settings > Accessibility > Text to speed > Prefer engine ...: Select ..: Google text2speech engine .. Done.

I don't have bixby set up but I did try pressing the bixby button in several different scenarios and that never popped up.
