Voicemail notification won't go away Note 9

I've seen a lot of solutions to this problem for other devices most common being to clear the app cache for phone/voicemail, but neither of these show up in my application manager.

I have tried restarting, deleting all messages, leaving messages with a different number at most three times and clearing those.

Please help
 
Welcome to Android Central! Which phone? Try going to Settings>Apps, tap Menu>Show System, then look for something like BadgeProvider. Select that, then Clear Cache/Clear Data.
 
Hey Diddy and thanks for your reply, unfortunately the solution did not work.

This thread is a little old -- do you have a Note9 as well? It's also worth calling your carrier and seeing if there's a way to reset the voicemail flag on their end.
 
Yes it's a Note 9, yep I know it's old. I really appreciate your input!
The thing is that this carrier is abroad, now I'm back to my home country and cannot call this voicemail. To call from a different number, you must have a PIN set up, which I don't.
 
You're still using this carrier that's based in a different country? Which carrier's SIM is currently in the phone? Or is it a dual SIM phone?

Yes I did.

However I found a solution. After enabling Settings>Apps>Menu>Show system apps, looked up the "Call Settings" app, cleared its cache and data and forced stopping it. Badge is now gone finally.
