Voicemail notifications don't show

My sister has an s9 plus, same as mine. She gets a notification for a missed call but no notification when a person leaves a voicemail.

I have another question, there's a little wrench on the upper left on her phone. That used to be on my phone and several other forum members, and someone gave the answers to what it was and how to shut it off but I forgot how.

for some reason her voicemail notifications were blocked. so now that's fixed.

I'm still left wondering about the little wrench icon

I remember some threads about the wrench icon. In some cases it was a notification from Google to complete some security/privacy process. There was another cause for a similar icon that I can't recall right now. It'll try to find it.
