Yahoo Weather. Does everything I need, has nice local pictures of the area I'm checking for and handily for the uk has relatively unobtrusive rain alerts

For just regular weather, I use the app that comes with Beautiful Widgets.

Now for serious weather alerts, I live in the tornado alley of the South, I use Pro Weather Alert. When I'm at home, it usually alerts before my weather radio, but always at the same time at minimum. I use the paid version because I want to use a loud, custom tone. It needs to wake me out if a dead sleep.
