So if there was a device with no water resistance rating... Is it possible to do this somehow yourself? Are there any steps you can take? I know there are water resistant cases.

And... dont put your device by water obviously lol

That said, I know no device is waterproof. But an actual IP 68 rating still makes me feel better.

Not advisable. If the phone wasn't designed with IPx8 (the first number is resistance to dust intrusion) in mind, getting it there, or close, is going to be a challenge and may result in a device that doesn't work optimally. Headphone jack, charge/USB port, vents, microphones, speakers on IPx8 devices are all designed with the rating in mind, as is their integration into the device.

That said - SOME devices (looking at YOU, OnePlus) have multiple versions, one is rated (sold by T-Mobile) while another is not. I'm not sure what, if any differences there are between them. It's entirely possible they're designed and built the same but for some reason, somehow, they don't certify the alternate device.

If your going be by water get one of those zip bags that are water proof and can still use it

It is a refurbished device which previously had an IP rating. But obviously due to the refurbishing, no longer has one.

If I was around water a lot; owned a boat, lived near the ocean, etc., I would buy one of the devices @Mustang posted. Why take a chance?

I am more so looking for protection against things like rain, moisture, spills, etc. Every day kind of things.

I believe you’re worrying about things that don’t currently exist and may never exist.
How much did you pay for your phone? If one of these non-existent things occur and destroy your phone, could you buy another?
There’s no way to add water protection to a phone that doesn’t have it to begin with. Be careful and use common sense.

water resistant does not last because of bumps, drops, age and more. In addition, water resistant ratings are based on clean water. A new phone is more likely to be more resistant to water than an older phone. I also read that for a phone to be completely water proof, the cost would be 20-30 percent higher. When I was doing a lot of walking, I would always carry a freezer bag when there is a chance of rain.

They have waterproof phone cases.. they aren't always cheap and a little bulky, but from what I understand they do a very good job of protection, including drop protection. I believe one company is Life Proof? I have one of their semi waterproof cases for my pixel 3XL, haven't used it yet but looks very protective, and was only $24 on Amazon if I remember right. That would probably do what the OP is looking for.

Industrial designers are all like, "what's the point if people just throw these cases on the product anyway?!"...

That's an interesting concept, but I don't think it would be a possibility in practice. Plus, I'm sure there is a possibility of damage to the phone -- or to the user -- if such a feat is attempted. I don't think you'd be able to use any warranties or insurances, either.

If I'm on a boat or working outside in the rain, I either leave it in the car or put it in a ziplock freezer bag.

That looks like an awesome solution. You'll find really nice solutions like this for Apple and Samsung devices. I have a feeling it's not as easy to find these waterproof cases for some of the many other Android devices but if anyone's gonna have it...Amazon will, IME.
