Not that I am aware of. But, there are lots that have widgets, and Google Now has weather in it.

It gave the wrong location anyways, lol. But thanks for the tip. Ill be more cautious in the future.

Edit: it chooses a server closest to where you live, in my case, not even the same city.

Yeah I know about eye in the sky's persistent notification. I was hoping there would be an app that would give me a scheduled daily push notification telling me the day's forecast. That would be so cool.
