Is there an app or a way that we can use a web cam as a front facing cam for video calls?

Don't think that's possible. I don't think USB host is available for this device via any of the custom roms yet (in addition to needing compatible drivers, you first need USB host capability).

So you're wanting to plug a webcam into the Incredible and then make a video call over Fring or similar app, allowing you to be on camera and see the screen?

Afraid not

However if you'd like to use your phone as a webcam for your PC, well that can be done.

He can still make a video call and see the screen while he is on camera.

A mirror, point the phone at you and the screen at the mirror, or vise versa.
