Web Page Unavailable w/ WiFi Tethering?

I rooted my HTC EVO 3D a couple of weeks ago and now my account for my phone has been cancelled by the person who gave it to me. So now that I can't text or call, (or have wireless connection because of my high school), I'm stuck with nothing. So I decided to tether my phone for my own wifi connection so I can send texts at least but the thing is, WiFi Tether isn't working. I enable it, but I go on the internet and it says Web Page Unavailable -- this is on 3G settings. I turn on 4G and go on the internet and it says 'There is a problem with your Sprint data service'.

So my questions are:
Do I have to have data service in order to use WiFi Tether? Is there any way I can fix this?
 
yes you need to have service for wifi tether,but you can use it for the internet from a wifi connection
