Weird Icon Flash

Hey guys,

for the last few weeks I've noticed this logo keeps flashing whenever Im doing something..

I've looked up all Icons and what they mean but I havent found this one!

can someone help me out here!! attached is a picture.. its the second one from the left.

And it seems my phones been going slower?

Any help would be appreciated!!
