what does a SIM card do???

Ok I may be a lil slow on this but what would getting a SIM card and unlocking my HTC one allow me to do?

A SIM (Subscriber Identity Module) is installed to allow you to use the phone on overseas GSM networks. In the US, you could use it on a GSM network, but the band setup limits you to 2G data networks.

I'm not sure exactly. Back in the day when cell phones first had SIM cards it contained all your contacts, SMS, and your phone number. You could pop out your SIM card, pop it in another phone, and bam, just like that, a different phone working with your phone number without calling and activating a phone on your account. You'd have all your saved contracts, about 100 or so SMS, and a new phone.

But Verizon uses SIM cards in their LTE phones that don't have international radios.
