what does google do with "setup nearby device" for new phone?

Under my Google account in Lollipop, I see this feature I'd not heard of before. I'm about to get a Nougat-enabled LG V20 to set up.

Normally, i'd do that by signing into my Google account and letting it download what it can download.

Does this feature via NFC and bluetooth, so Google says, do anything but download apps, etc, that would all come back when I sign into my Google Account. What's the difference between the setup methods, if any?

There isn't any. It's actually more tedious than the other way.
