What does it mean when the message on my LG T-mobile telephone says IPService is not working?

Can not get any services like Bluetooth, Wi-Fi, can not make or receive calls. Lost all data like contacts, gallery, apps.

Hi - are you able to do anything with the phone, are you able to boot the device in to safe mode?
