what does the 'reboot system now" button do in recovery mode for Alcatel One Touch Idol 3

I dropped my phone and broke the screen and now I cant open it or press anything on it. I was trying to connect it to my computer but I don't have the usb debugging enabled in order to transfer files or mirror it onto my computer. Is there anyway to enable the usb debugging by rebooting the system or something besides using a usb gto?

Welcome to the forums. Reboot system now should reboot you into Android proper. you should need to hit either power or volume up to accept the selection. ADB can't be set up through recovery, at least to my knowledge.
