What is app called Collectiv?

I check My Data Manager for apps that used data this morning and there is an app called Collectiv. It has an icon that looks like an orange circle with a C in it. I Googled it to no avail. Does anyone know what it is?

Thank you B. Diddy. I don't how how I missed it but I looked on Play store! Ha ha. In Afrikaans I would be called."dof" for missing the obvious!
