What is my tablet downloading?

I have a Lenovo E7 tablet on Android Go version of Oreo 8.1.0. It keeps downloading something, but won't tell me what. It shows the downloading arrow animation in the notification bar but when I open the download manager, it doesn't say what it's doing. I've tried it in Safe Mode and it still does it, so I assume that it can't be a third party app and Play Store apps have "Auto Update" disabled, which just leaves the pre-installed ones. But can anyone tell me what it's downloading please? It seems never-ending and I can't download anything from such as the Play Store, unless I force stop it first. Then it starts again. I've tried Anti Virus which says that there are no viruses or malware. So what is it please, as it is driving me mad.

Hey way back in Oreo did devices show you the up and down arrows when it was just sending pings out, checking the time and getting pings back? I don't believe it is downloading anything, well not like a file or data. It's checking the time, the weather, for signal and any other mundane thing you can think of. I'm pretty sure that's how Android rolled for a long time.
 
@VidJunky, I think the OP is talking about a separate animated downloading icon in the left side of the status bar, not the up and down arrowheads within the wi-fi or cell signal icons. Is that right, @Quick-Knight71?
If that's the case, then the only thing I can think of something like a firmware update or possibly something syncing with Google Drive (files available offline perhaps? ).
 
I periodically get that for Google Play Music, presumably refreshing cached data or playlists, and I'm starting to see it with YouTube and/or YouTube Music.
 
check your connections and data usage. keep track of it and see if there is a lot of usage. if it is downloading all the time, then your data usage should be extremely high.

I get that a lot with Sheets, since there are a couple spreadsheets I use that are collaborations with a team of people I'm part of.
