What is "Samsung Billing?"

I just got YET ANOTHER UPDATE today and now I have something called Samsung Billing. Can anyone tell me what this is and why I need it please?

If you buy apps etc from the Samsung store, Samsung billing is how you pay. It's an account you can set up if you want to use it.
