What is this eye icon on the screen?

A strange eye icon appears in the middle of the mobile screen frequently. Upon clicking, it pops up ads.It's been the case for several days and it only happens when I use mobile data. I doubt my mobile is affected by malware or spyware. Sometimes, youtube videos and facebook videos are interrupted while playing and suddenly ads pop up pausing the videos again and again. Some ads would have 'opt-out' option at a corner of the ad and upon clicking, it takes me to a page( url contains the word 'tracking') where it would ask me to enter IMEI number to opt-out of tracking. This seems to be suspicious and I've no idea how I can avoid such annoying pop-ups and be free from spy-tracking.

I'm new to this area, any help would be highly appreciated.

Welcome to Android Central! That sounds malicious -- nothing should ever ask you for your IMEI. Start uninstalling apps one by one until this goes away. If it remains even after uninstalling every app you can, then do a factory reset and see if it comes back.
