What is User Dictionary app

I disabled this system app can it be bad for my typing performance? I really hate this app and it is always on my ram.

It probably is where your keyboard stores your predictions/autocorrections. Disabling it can only make your keyboard work in weird ways, and what's more, I'd expect the keyboard app to re-spawn it every time you use it (and not allow you to disable the app, for that matter. You know, one of those 'this is a system app, don't touch it' things).
