Its the stock wake up screen of S4 when you wave your hand on it.

Its a Quick glance type of lock screen. The device detects your hand near it, so the screen lights to show u any new notifications, to be used when driving for example. Its a samsung exclusive feature on their newer phones I believe.

Wow, had this phone for 3 months, and had no idea about this. Just had to turn Air glance on under air gestures. Insane.
