What the heck is the point of the thumbs down in Google Play Music?

I've thumbs down'd all of Justin Beibers songs/albums and other albums but they keep coming up on Listen Now and/or Top Charts.

I dont want to have that jackass play at all on my subscription, any ideas how to get rid of certain music?
 
Well they will keep coming up on Top Charts and things because it is on the Top Charts. The Thumbs up / down is mainly for the radio. If you were listening to music from that Genre or close to it and his songs started popping up you could thumbs them down. It lets Google know for that radio station you do not want that on it.

Hmm alright. I do mainly listen to Listen Now and Top Charts.. it's just embarassing when I listen to it at work and a song from him comes on, I get all the looks like I'm a teeny bopper.

I am using the radio on google play, but it keeps playing songs I already thumbed down. As soon as I re-thumbs down them, the next song is started... but I don't understand why google chooses songs it already knows I dislike. Am I missing something?

I agree with @dustinsmith08. I took the meaning "Thumbs down means I dont like the song, please dont play it for me again. Skip it every time."
