What's the best phone priced at $325 or lower?

Cash price, rather than on a Plan?

I'd guess, if you can still find them (and they are priced close to what Google Play was selling them for) the Nexus 4. Still seems to be reviewed and rated highly and with no 3rd Party guck pre-loaded clogging up the OS or permanently embedded in the phone's storage.

Last price at the Play Store (Canada) for the Nexus 4 - $249.00 for the 16GB - but sold out there and may be sold out at your particular Play Store, in prep for the 5.
 
That's a tough one at that price. I'd have to say the Nexus 4 as well if you can do without 4G. It doesn't take the best of pictures either. I think you'd be better off buying pre owned Galaxy S3. It's an amazing device that will easily last you another couple years. Just be careful where you buy from, and double check to make sure the imei is clear.

Seems to be reports of a slight hiccup at some Google Play Stores today - the Nexus 5 showed up, with the 16GB version priced at $349. It was later pulled as the item doesn't get released until later in the month. I know its over your limit slightly (and you'll want to check the specs as per CR6's comment above) vs. your needs, but I'm always inclined to get a new (or factory refurb) device with a real warranty over a second hand one.
