Question Whatsapp can't download media

As you can see from the first photo, it shows image in background with download symbol. But when I click the download it says can't download. How do I fix this?

Have you tried both WiFi and mobile data?
Can also ask that person to resend them and see what happens.

I've tried both. On their end the photo still shows.

See if they resend it if it will go through

Check your WhatsApp storage permissions and other permissions. If good, try a Power Off & Restart. If no go, it may be a temporary server fault.
