When I press on the phone icon it shuts down and I can not place the call?

when i press on the phone icon it shuts down and I can not place the call

i have the samsung galaxy grand prime and i deleted to somethings to clear storage and now i can not make phone calls ..when i press on the icon it shut down and turns back on .

I'm afraid that you have deleted a system file, and the only way to fix that, is to do a factory reset of your device. Word of caution, never delete; if there is not option to "uninstall" then NEVER delete, unless you're 100% sure it a file that is not a file that will corrupt your system.
