When i turn on or off usb debugging my phone restart.
And when i want to connect my phone to my laptop nothing happens..
There should be a usb connect at the status bar...

That is mainly for writing code on a pc connected to the device. If you didn't know that, you should definitely not be playing around there.
When you connect usb to pc you should get a notification asking you what you want to do. You usually have to pull down the quick settings menu to do this.
Your pc will also popup a menu asking you what to want to do. Choose open to view media should work..
