When (if ever) should I wipe battery stats?

The title says it all. When should I wipe battery stats?

It seems like everywhere I read I see conflicting answers.

1) If you replace the battery
2) If you start noticing that the battery stays @ 100 for a while or
if you take it off charge and it drops drastically in the first 15-30 minutes

Otherwise - leave it be.

As I understand it IF you do it only do it after a full charge and a quick bump charger then wipe bat stats.
