When using Samsung Pay, why isn't my PIN working?

When paying at Safeway (at, so far, ONLY when at Safeway) their terminal asks me to input my PIN but then tells me that my PIN is not correct. I tried 3 times and was very careful to make sure it WAS the correct PIN. I even tried my Samsung Pay PIN but to no avail. Any suggestions as to why this is happening?

Are you using it as a debit card vs credit card?
