The soak test rolled out Sept 25th. I am on it now. The official OTA rollout should start soon. Usually 7 to 10 days after the soak.

has anyone gotten the ICS OTA update yet from AT & T? I don't even know what leaks and floats are - just waiting for the real thing. If I don't have a sim card in my phone will I still be able to download the update over wi fi?

It worked fine with no sim card - now I got ICS on my atrix 2 heck yes!
