i believe that all the phones that are Google Play Edition, and all the recent Motorola Lineup(E, G, X, and of course the recently launched versions of them)

However, if your phone is on a carrier, the carrier will usually push updates from them regardless, as they still test the updates for compatibility. Verizon had the Galaxy Nexus for a minute, and did not get the updates directly to the phone (yes rooters, I know, unless you were rooted...lol).
