Why after turning off mobile data, still mobile data is using?

In Android 7.0 & 8.0, unfortunately, turning the mobile data off, not working. I guess, there are some reasons in purpose to use data and charge your credit or other reasons. Anyway, by check or uncheck a hundreds options still not working, my question is why just turning off mobile data is not working? Is there any relation between Android and Operators? why this is not a serious bug needs to be solved (in previous versions does not exist). when I turn off mobile data off, means I do not need to use mobile data. Why still you decide to abuse us?

How much data is being used? Does your carrier also count this data against your monthly allotment? What the phone measures doesn't always correlate with what your carrier holds you responsible for. For example, mobile data used for emergency services would unlikely be counted against you by the carrier.
 
As an experiment, reset the amount of mobile data used (if you can) or wait until it's about to roll to 0 for next month, and take out the SIM card. After 24 hours, look at how much mobile data was used. If it's anything other than 0, it's your phone, because it's impossible for a phone to use mobile data without a SIM card.

(Are you sure you're not seeing Wifi data?)
