Why am I able to receive mms messages but not send them in Android Oreo 8.0.0?

My Galaxy S7 recently updated to Orea 8.0.0 and now I can receive MMS messages, but not send them or reply to the group. I have contacted my network provider and reviewed all the MMS settings with them without success. Is this a knows software issue? It worked fine until the update. I am using Samsung messenger that was installed on the phone.
