when I record or download a video.I tells me unable to play video.this video cannot be played

What app are you using? If it's YouTube, is the video unavailable in your region?

A downloaded video may be in a format you have no player for. (VLC for Android should fix that problem.) If it's a video the phone took, try VLC on it, but the chances are that the file is corrupt - and you'll just have to wait for the next update or two to fix that.
