why am I not receiving authorization code on my coolpad rogue?

When my medical insurance company lets me sign in they have a two authorization method. the first part is using my user name and password, this works fine, but when they end a code for my second part of sign in I am not receiving the code on my phone. What could be the problem?
 
Welcome to Android Central! They're sending the code via SMS? Are you certain they have the correct phone number on file?

Search your system settings for "Premium SMS" and make sure that's turned on. Premium SMS is for short code messages (i.e., from 5 or 6 digit phone numbers).
