Why am I unable to access securities it says unfortunately,settings has stopped?

unable to access "securities". it says " unfortunately,settings has stopped"

I bought a Verizon unlocked version of moto x 1st generation in ebay. When tried to install an app that is not available with appstore, I was supposed to enable a particular setting. It says unfortunately settings has been stopped.
The OS version is 4.4.4.

Can someone please help me resolve the issue.

Had this issue a while ago, too. Try going to the app drawer and holding on settings app icon, opening its app info, and clearing data.
