Unable to install recovery.img on HTC M9

I have a rooted M9 and wish to install the OTA update. I have tried to install the HTC_One_M9_1.32.401.8_recovery_signed file but it won't work. I am a complete noob. I am wondering if it has something to with the fact that adb devices will show successfully when the phone is fully booted (showing serial number) but won't when it is download mode. It appears to start successfully but doesn't show a serial number. Any help would be much appreciated.

You need to use the fastboot cmds. not adb, so it should look like this. You also need a untouched system.img installed. Once the system is mounted it broke the ability to install a OTA

"fastboot flash recovery recovery.img"

That is what I did originally, I made sure all the file name was correct and tried renaming it but it said it was unable to complete. That is when I tried the adb to check it was all functioning properly, I was wondering if the fact that it is not showing a serial number on the adb devices list is an indication of why it will not install the system.img
