Why am I unable to log into my Galaxy Core?

cant log in to galaxy core

Walked through master reset to clear the phone, asking for previous registered email. which I don't have. Before you get upset, phone was left at a park. We tried to find the owner with no luck. Its been over 30 days so I wanted to try and use it. How can I truly perform a factory reset so it wont ask for previous email. OR can i somehow contact the original owner with this information. I can still return it if I know who it belongs to.

Can you see the carrier name on the lock screen? Handle the phone to them and they'll be able to contact the owner. Or maybe to the police.
