Why are my network settings grayed out on my Sony Xperia Z5 Premium? It won't read my sim card, pl

I have the Sony Xperia Z5 Premium from an official Sony store in Taiwan. it recognizes I enter a sim but doesn't recognize one is in there. The network settings are grayed out and I can't adjust the settings.

It is a factory unlocked phone, and I have AT&T. Radio bands supported on this phone are GSM_850, GSM_900, GSM_1800, GSM_1900, UMTS_BC1, UMTS_BC2, UMTS_BC5, UMTS_BC8, LTE_BC1, LTE_BC2, LTE_BC3, LTE_BC4, LTE_BC5, LTE_BC7, LTE_BC8, LTE_BC12, LTE_BC17, LTE_BC20, LTE_BC28, LTE_BC38, LTE_BC40.

I don't understand the issue here.
