Why can I add custom ringtones, but not notification sounds?

I don't have an option for "show system apps" in the "..." menu. Only "permission manager" "special access", and "reset app preferences". I can find "show system apps" and "media storage" only by going to specia access, but I can find it's cache. I'm only able to change permissions in that menu and they're all on.

I see.... Ok. I can get to the media storage "storage" screen, but the "clear cache" at the bottom right is not lit up and selectable.

Hmm, I'm now just noticing the same thing on my Galaxy A32 5G. Ah well, was worth a try.:-\
 
After you have downloaded your notification, open My Files which is the Samsung file manager.

Locate where you downloaded the notification. Select it by long pressing on it. At the bottom, select Move > Internal Storage > Notifications > move here

You're not going to use the traditional Settings, sounds or notifications options. You have to locate My Files which is most likely in a Samsung folder or you can search for it in your app list.
 
Update: This is completely stupid, but Zedge was able to do what I could not. On a whim I downloaded Zedge, which I don't think I'd used since my 1st Android Hero and used it to set a notification. Then I went back to the normal sound picker and it was there. Actually it was there twice... so, yeah. Again, thank you all for the help and input. Great community.

Do you have an SD card inserted? You will have Ringtone and Notification folders in both your internal and external storage locations. Follow my directions.
 
I had this problem too. Couldn't select the file in notifications and it wouldn't allow me to copy or move it to the notifications folder using the file manager.

I found a solution though, as long as you have a PC: connect with a usb drive and you should be able to access the phone's internal storage though your OS. From there just copy the file using file explorer.
 
I got to my file explorer internal storage the Media > Audio >and there you will see Notifications and Ringtones.View attachment 338439

I can confirm this works, just had to make all the necessary folders and sub-folders for it (I'd deleted them earlier to clean up navigation since I didn't have files in them at the time and they weren't necessary for my previous phones).
