why cant andriod ZTE mdl z813 running lollipop from Cricket be fully rooted?

Is it because its a cheap android or to new?

Welcome to Android Central! There may be several reasons, chief of which is that ZTE and/or Boost might not allow you to unlock the bootloader. That doesn't have anything to do with how cheap or new the phone is.
