Why can't I activate my Nexus 6?

Can't activate Nexus 6

New to Android.
Bought a Nexus 6 from Swappa and I cannot get past the screen that says sign in with Google account that was previously synced.
The seller says to reboot and factory reset. I think I'm doing that right and it's not resolving my issue.
Any advice would be appreciated.
